Canada doesn't hand out working holiday visas first-come, first-served. It runs through International Experience Canada (IEC), a pool-based system with three categories — and for the most popular one, you're literally selected at random. Here's how it actually works.
The three IEC categories

How the pools work
There’s one pool per country, per category, and you can put your profile in more than one. The Working Holiday pool is the popular one — usually more candidates than spots — so candidates are randomly selected and sent an Invitation to Apply (ITA). Young Professionals and Co-op often have more spots than candidates, so an invitation is more likely there.
How to apply
- Check you’re eligible (your country has an agreement and you meet the age/requirements).
- Create your IEC profile and choose your pool(s).
- Wait for an Invitation to Apply in the rounds of invitations.
- If invited, apply for the work permit within the deadline.
